[ADMIN] Joins channel with TS-1, removing ops and simple modes
  <channel>   : Channel to takeover
  [-full]     : When specified, also clears +beI lists
  [-clear]    : When specified, implies -full, sets +i and removes non-ircops 
                and non-services admins.
  [-clearall] : When specified, implies -clear but removes ircops as well.
