This service allows services operators to place jupes on
servers, which prevents them from reconnecting to the
network. Depending on configuration, ircops may be able to
vote upon jupes and unjupes. Available commands:
 CALLJUPE    - Call a vote for an oper jupe on the given server.
 CALLUNJUPE  - Call a vote for an oper unjupe of the given server.
 PENDING     - Lists pending oper jupes.
