  <channel>: Channel to modify user in
  <username>: Username to modify
  <level>   : Level of access to change to

Available levels:
200 - Founder
190 - Admin (SET)
150 - Userlist Admin (ADDUSER/MODUSER/MODAUTO/DELUSER)
140 - Clear (CLEARMODES/CLEARBANS/CLEAROPS/CLEARALLOPS)
100 - Userlist Op (SUSPEND/UNSUSPEND/LISTUSERS)
50  - Op (OP)
10  - Regular (ADDBAN/DELBAN/LISTBANS/UNBAN)
1   - User (INVITE/VOICE)
